OREA is advocating for stronger educational standards and increased oversight as part of Phase 3 of the Trust in Real Estate Services Act (TRESA), expected to take effect in late 2024 or early 2025. This phase is a key step toward raising professional standards within Ontario’s real estate industry. Some of the core proposals include:

Enhanced Training for New REALTORS®OREA is pushing for a more comprehensive and practical curriculum to ensure new agents receive adequate training before entering the industry. The goal is to better connect academic learning with hands-on experience.
Reintroducing the Articling RequirementA major recommendation is the return of articling, which would provide supervised, hands-on training for new agents under the mentorship of an experienced broker or REALTOR®. This initiative aims to develop critical skills and practical knowledge before agents work independently.
Stricter Oversight and ComplianceOREA is advocating for stronger regulatory enforcement to uphold high professional standards among REALTORS®. This includes clearer rules and increased accountability measures to maintain trust in the industry.
Ongoing Professional DevelopmentContinuing education for existing REALTORS® remains a priority, ensuring that industry professionals stay up to date with evolving practices and maintain a high level of service.
How Phase 3 of TRESA Builds on 2023 Reforms
The proposed changes are designed to enhance consumer protection and improve industry standards by ensuring that REALTORS® are well-trained and operate with integrity. These updates reflect OREA’s commitment to increased professionalism and transparency in the real estate sector.
TRESA replaced the 2002 Real Estate and Business Brokers Act (REBBA) when it was first introduced in 2020. Since then, reforms have been implemented in stages.
Phase 3 builds upon the December 2023 changes, which included key updates such as:
The Transparent Offer Process: Sellers can now disclose offer details to all potential buyers, improving transparency in negotiations.
Designated Representation: Clarifies agency relationships and responsibilities.
Terminology Updates: The term “customer” was replaced with “self-represented party” (SRP) to better define roles for individuals who choose not to work directly with a REALTOR®.
The Ontario government plans to introduce formal regulations for Phase 3 by late 2024 or early 2025.
